Allen has substantial experience with state and local ballot measures, including involvement in all three of the major phases of ballot measure advocacy: drafting, qualification, and the campaign. His drafting philosophy is to construct an initiative that is legally sound, is easily accessible to voters, and communicates the measure effectively. His counseling through the qualification process identifies procedural requirements, develops time lines, and provides strategic advice through the critical steps from filing the measure to securing its place on the ballot. He also provides legal services throughout the campaign, including on issues related to election law compliance and substantive issues regarding the initiative.

 Allen also undertakes election law and related compliance for individuals and entities including the filing of state and local campaign and lobbying reports.




Representative Experience

  • Drafted a successful 2010 state ballot measure in Washington that repealed taxes on bottled water, sodas, and certain processed foods.

  • Drafted a successful 2009 parcel tax measure for the San Marino Unified School District and counseled the district on appropriate procedures for a mail ballot-only election.

  • Drafted a successful 2006 statewide ballot measure in Missouri that guaranteed the right to conduct safe and ethical stem cell research without undue restrictions.

  • Drafted a successful 2003 measure in Corona, California to require a vote of residents before the city could take over the private electrical utility operating there.

  • Represented a coalition of 17 tribes in Arizona to draft a successful 2002 ballot measure extending the tribes' gaming compacts and expanding their authorized gaming; and provided continual analysis and advice during the campaign.



  • Counseled individuals and entities contributing to state campaigns regarding campaign filing requirements as a major donor.
